Caesar Cipher

This one doesn't work with either the KRYPTOS or ABC alphabets, verified by multiple people (and myself), with brute force methods (David Wilson). A frequency test also discourages the Caesar Cipher and simple substitution methods:

Message 9 Q's may be used as nulls. Gary Warzin came up with a simple monoalphabetic substitution after removing nulls which he believed to have a frequency distribution close to that of English. Andrew Bromage does not believe that this correct, based on digraph coincidences. (Gary Warzin)
